A native of Finland, Dr. Kimmo Tuolema medical research was not intended for use for war, but the Padeian Armed Forces Council saw the potential and persuaded him to investigate the possiblities. Partly, this change of decision in Dr. Tuolema was as a result of the death of his wife and daughter in a Horde raid.
Although Dr. Tuolema realises the necessity of creating and using the Morituri Process, he hates the effects and consequences. The Padeian Armed Forces Council have forbidden him from researching a cure for the process. Instead they want him to work on removing the random selection of powers from the process. The Council feel that Adept's (Jelene Anderson) deductive abilities are more useful to the war effort.
The Council's attitude eventually forces the Doctor to abscond, leaving the process in the hands of those who do not really understand it or know how to control it properly.
